การวิจัยมีวัตถุประสงค์เพื่อศึกษาปัญหา แนวทางการบริหารงานตามนโยบายลดเวลาเรียนเพิ่มเวลารู้ของโรงเรียนในสังกัดเขตพื้นที่การศึกษามัธยมศึกษาเขต 36 และประเมินความเหมาะสม ความเป็นไปได้ และความมีประโยชน์ กลุ่มเป้าหมายที่ใช้ในการวิจัย คือ ศึกษานิเทศก์ จำนวน 3 คน ผู้บริหารสถานศึกษา จำนวน 5 คน ครู นักเรียน และผู้ปกครอง จำนวนโรงเรียนละ 3 คน รวมจำนวน 53 คน และประชากรที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา จำนวน 33 โรงเรียน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ลักษณะมีโครงสร้าง แบบบันทึกการสนทนากลุ่ม และแบบสอบถามเพื่อประเมินความเหมาะสม ความเป็นไปได้ และความมีประโยชน์ของแนวทางการบริหารงานตามนโยบายลดเวลาเรียนเพิ่มเวลารู้ วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า ปัญหาที่พบ มี 3 ด้าน ได้แก่ด้านการเตรียมการ ครูผู้สอนพบปัญหามากที่สุด เพราะภาระงานมาก ทำให้มีความรู้สึกว่าภาระงานเพิ่มขึ้นจากเดิม ด้านการนำผลการเตรียมสู่การปฏิบัติ พบว่างบประมาณในการจัดกิจกรรม และอาคารสถานที่ไม่เพียงพอ คับแคบ ครูผู้สอนมีไม่เพียงพอต่อความต้องการ และด้านความพึงพอใจต่อการจัดกิจกรรมลดเวลาเรียนเพิ่มเวลารู้ ผู้บริหารสถานศึกษาส่วนใหญ่มีความกังวลเรื่องความยั่งยืนของนโยบาย ครูที่สอนในโรงเรียนขนาดเล็กมีความพึงพอใจในการจัดกิจกรรมมากกว่าครูที่สอนในโรงเรียนขนาดกลาง และขนาดใหญ่ ผู้เรียนส่วนมากมีความพึงพอใจในกิจกรรมเฉพาะที่ตนเองสนใจ ผู้ปกครองบางส่วนยังไม่เข้าใจการจัดกิจกรรมลดเวลาเรียนเพิ่มเวลารู้ แนวทางการบริหารงานตามนโยบายลดเวลาเรียนเพิ่มเวลารู้ มี 4 แนวทาง ได้แก่ ด้านการบริหารจัดการ ด้านการจัดกิจกรรมการเรียนรู้ ด้านการนิเทศกิจกรรมการเรียนรู้ และด้านการติดตามและประเมินผลการเรียนรู้ ซึ่งด้านที่มีความเหมาะสม ความเป็นไปได้ และความมีประโยชน์มากที่สุดได้แก่ ด้านการบริหารจัดการ รองลงมา ได้แก่ ด้านการจัดกิจกรรมการเรียนรู้ ด้านการนิเทศกิจกรรมการเรียนรู้ และด้านการติดตามและประเมินผลการเรียนรู้ ตามลำดับ คำสำคัญ: การบริหารงาน นโยบายลดเวลาเรียนเพิ่มเวลารู้ โรงเรียน Abstract The research aimed to study the problem and the management approach in the policy of reducing the learning time of the school under the jurisdiction of the secondary school area 36. Possibility and usefulness. The research objectives were three administrators, five administrators, three teachers, three administrators, and three administrators. The research population consisted of 33school administrators. The research was structured interview. Group recordings and the questionnaire to assess the suitability. Possibility and the usefulness of the policy management approach to reduce time to learn more time. Analyze data using percentage, mean, and standard deviation. The research found that the three aspects of the problem were first preparation. Teachers found the most problems. Because of the increase workload. The second was turned preparation in to practice. The budget for the activities and the building were not enough. The teacher was insufficient to meet the needs. The third was satisfaction with the activities to reduce the time to learn. Most school administrators were concerned about the sustainability of the policy. Teachers in small schools were more satisfied with their activities than those taught in medium and large schools. Some parents still did not understand the activities. There four approaches were suggested: management, learning activities, supervision of learning activities, and the monitoring and evaluation of learning. The appropriation, possibility and usefulness, the most was management.
